Major had said the enhanced powers would enable the adviser to resolve issues that arose between the RCMP, the Canada Security Intelligence Service and other government agencies that gather intelligence on terrorist threats and the federal government released an "action plan" Tuesday that it says responds to the Air India inquiry recommendations, but critics charge it contains little substance and ignores many of the commission's key findings. Toews said the government was committed to accepting most of the 64 recommendations from last June's Air India report by retired Justice John Major, but would not budge on the proposal to enhance the powers of the current national security adviser, effectively creating a new terrorism czar.
